“The workshop participants agree that the union government must be a union of the African people and not merely a union of
states and governments. It must furthermore be based on shared values drawn from both African culture and African societies, and from articulated commitments of African countries to meet the challenge of coping
with historical legacies and current realities. Finally, it is important that African countries be guided by adherence
to the rule of law, popular participation in governance, respect for human rights, and fundamental freedoms and transparency in public policy-making. The workshop provided a platform for strategies for the implementation of a union government in Africa and proposed the steps and key recommendations outlined.”
