“The paper presents a concise overview of the history of South Africa’s pre-1994 arms industry, the post-1994 debates on arms exports policy and an update on current events. This is followed by an examination
of a fitting arms transfer policy by focusing on the role of parliament in overseeing arms exports and ensuring
transparency and accountability, while also attempting to understand how the NCACC can balance regulation and the industry for the benefit of the country. The final part reviews the main arguments and conclusions
of the paper and makes a few recommendations for the implementation of the NCACB (once enacted) and the functioning of the NCACC.”
