This background briefing examines the political development in Uganda after the defeat of General Idi Amin in April 1979. President Lule was appointed by the UNLF but he resigned after 69 days in office due to conflict in the Parliament. Binaisa was then appointed as President but still conflict ruled Uganda as it was feared that this appointment was the first stage to return the Obote to power. Paulo Muwango was demoted from Minister of Internal Affairs to Minister of Labour and this did not bode well for Binaisa as Muwango was also the chairman of UNLF’s Military Commission. This led to a coup that left the political power in the hands of Obote supporters.
