This report is based on the assumption that the European Union, and other technical and financial partners (TFP), are committed to support the government of Senegal in its efforts to achieve the objectives that it has set in its Program in order to accelerate the Pace of Senegalese Agriculture (PRACAS) in the areas of rice and peanut production. These two sectors have already been the subject of several technical studies, the present study refers rather to the political and economic aspects, and in particular the open or obscure issues that determine the degree of feasibility of the technical solutions proposed here and elsewhere. This study was carried out at the beginning of the year 2016, two years after the design of the PRACAS, and less than two years before the 2017 deadline set for self-sufficiency in rice production and a million tons of groundnuts per year./ Ce rapport est basé sur l’hypothèse que l’Union Européenne, et d’autres partenaires techniques et financiers (PTF), s’engagent à accompagner le gouvernement du Sénégal dans ses efforts pour atteindre les objectifs qu’il a fixés dans son Programme d’Accélération de la Cadence de l’Agriculture Sénégalaise (PRACAS) dans les filières riz et arachide. Ces deux filières ayant déjà fait l’objet de plusieurs études techniques, la présente étude vise plutôt les aspects politiques et économiques, et en particulier les enjeux ouverts ou obscurs qui déterminent le degré de la faisabilité des solutions techniques proposées ici et ailleurs. Cette étude est réalisée au début de l’année 2016, deux ans après la conception du PRACAS, et moins de deux ans avant la date limite (2017) fixée pour l’autosuffisance en riz et la production d’un million de tonnes d’arachide par an.
