In this report, we focus on how to promote and sustain a momentum for growth and
change at the municipal level. In Part One, we start by assessing what municipalities are empowered to do, and how they have different capacities to initiate solutions to the youth unemployment
challenges in their regions. We reflect on what we learned in the discussions CDE facilitated between young people, businesses, local officials and NGOs across the country. We explain why there is an urgent need for these local actors to become much more focussed on promoting economic growth driven by dynamic firms. In Part Two, we set out recommendations for how municipal officials, local
business leaders and business groups, as well as local activists and organisations concerned about ending youth unemployment, can contribute to solving the youth unemployment crisis in their regions.
