This brief focus on one dimension of energy security namely access to affordable electricity or for that matter energy poverty. Energy security and climate change have similar impacts: suffering of the poor, community devastation, escalating social unrest, threats to future socio-economic development and social and political stability. Action to find solutions to energy poverty are urgent and imperative. Issues to be resolved were identified but most involve process difficulties that are not resolved.
