“The overall conclusion drawn from this study is that although gaps and deficits can still be identified – especially in the areas of equity in the distribution of national resources, greater commitment to gender equity and enhanced capacity for service delivery at various tiers of governance – the evidence collected and used for this study suggests significant improvements in all the clusters under consideration. All this bodes well for the creation of an environment conducive to the attainment of the twin national goals of poverty reduction (improvement in the quality of lives of the people) and the national vision (known as Vision 2020). This document visualises Lesotho in the year 2020 as a country with a stable democracy inhabited by ‘a united and prosperous nation at peace with itself and its neighbours’ and anchored by ‘a healthy and well developed human resource base’, strong economy and well managed environment. The aspirations expressed in the Lesotho Vision 2020
underpin the very essence of democratic consolidation.”
