Justice Emile Short was the first Commissioner at the Commission on Human Rights and Administrative Justice (CHRAJ) in 1993 just when the country had transitioned into democratic rule. He received his Master’s Degree in Law from the London School of Economics and Political Science, after which he headed a law firm in Ghana. He has lectured at University of Cape Coast and at Middlesex Polytechnic in London. In 2004 he was elected by the UN General Assembly to serve as an Ad Litem Judge for the United Nations International Criminal Tribunal for Rwanda at Arusha in Tanzania. After 5 years he returned to his post at the CHRAJ until he retired in 2010. He then returned to the Tribunal for a year. He is currently a Senior Adjunct Fellow of the IEA.
