“The report identifies a contradiction between the lack of state capacity to support economic development and the government’s emphasis on state programmes and policies to address these constraints. The OECD also notes the ‘striking’ lack of policies to improve the functioning of the labour market despite very high levels of unemployment. They urge that a high priority be given to creating jobs for ‘the millions
of primarily low-skilled South Africans currently wanting work.’Central to achieving this objective would be significantly enhanced competition in both private and public sectors.”
