This report comprises of five sections which are organized as follows: the next sub-section of the introduction delineates the road sector. Section two presents the conceptual framework for assessing public expenditure governance in the sector and the approach used. Section three dwells on reforms in Ugandaʼs road sector over the past one and a half decades and outstanding public expenditure governance
issues in the sector. Section four describes the indicators for assessing public expenditure governance and presents the results of the assessment of public
expenditure governance in the five institutions covered, while section five presents the conclusions and recommendations of the study. This study builds on the already existing wealth of knowledge on governance and its measurement. It takes this knowledge further by focusing specifically on public
expenditure in the road sector.
