Biological Weapons Convention – Confidence, the Prohibition and Learning from the Past

Confidence in the Biological Weapons Convention(BWC)needs to be strengthened. This can be done by asking what limits the relevance of Confidence Building Measures, but we also need to identify what else is necessary to establish and maintain confidence between states parties. This paper enables reflection on how those involved in the BWC process assess issues affecting the convention. Promoting confidence requires more than discussion and refinement and this paper questions the lessons learned from this case study.
