This brief analysis attempts to grasp the problem of the quest for the efficiency of State budget from the outset, from the conceptual and strategic level. Thus, the circular on the preparation and development of State budget, which can be considered as the reference in terms of budgetary policy in Cameroon, will serve as material for our analysis. How can the State budget, from its conceptual and strategic level, be made a pertinent instrument of economic policy in the current context in Cameroon? in particular the SND30. Based on a methodological approach of capacity analysis, the team of the Center, which is the offshoot of the ACBF, has carried out a content analysis using different available tools adapted to this type of exercise. The ultimate goal not being to find or identify dysfunctions or shortcomings but to propose solutions by developing skills to better support public policies in their implementation phase. This study is, therefore, based on documentary research, in particular the circulars related to the preparation of State budget. It evolves around two main sections. The first (Chapter 1) presents the process for designing budget programming in Cameroon. The second (Chapter 2) outlines the axes from which the departure can be operated to move out of this shortcoming that is detrimental to development ambitions./ C’est dans cette optique que la présente note d’analyse a voulu saisir la problématique de la recherche de l’efficacité du budget de l’État dès son origine, à partir du niveau conceptuel et stratégique. Ainsi, la circulaire relative à la préparation et à l’élaboration du budget de l’État qui peut être considérée comme la référence en matière de politique budgétaire au Cameroun, nous a servi de matériau, objet de notre analyse. Comment faire du budget de l’État, dès son niveau conceptuel et stratégique, un instrument pertinent de politique économique dans le contexte ambiant du Cameroun ? Notamment la SND30. S’appuyant sur une approche méthodologie d’analyse des capacités, l’équipe du Centre qui est une émanation de l’ACBF, a procédé à une analyse des contenus en exploitant divers outils disponibles et adaptés à ce type d’exercice. La finalité n’étant pas de chercher ou d’identifier des dysfonctionnements ou des lacunes, mais de proposer des solutions en développant des compétences pour mieux accompagner les politiques publiques dans leur mise en œuvre. La présente étude s’appuie donc sur la recherche documentaire notamment les circulaires relatives à la préparation du budget de l’État et s’articule autour de deux grands moments. Le premier (chapitre 1) présente le processus de la conception de la programmation du budget au Cameroun. Quant au second (Chapitre 2), il expose les axes à partir desquels peut être opérée la rupture en guise de voie de sortie de cette défaillance préjudiciable aux ambitions de développement.
