“The main purpose of the research is to explore a model of child participation in local government as developed by Save the Children in Tanzania. Children identified adults as significant actors in the functioning of the councils. Four main adult roles were identified by this research: adults as partners in the creation of councils; adults as advisors; adults as supporters in the functioning of the councils; and adults as gatekeepers. The most significant adult role for the functioning of the councils is played by the councils’ guardians.”
