“Election 2004 has come and gone. The conduct was transparent and the outcome peaceful. The euphoria and the celebrations have ended and the furor over results subsided. The process of forming the new Government is now seriously under way. The time has come for sober reflection on the outcome of the elections and the implications for Government policy. In conclusion, the findings of this paper may be useful not only for government but for political parties and civil society organizations as well. In the final analysis each and every one of us has a national duty to help eliminate the material foundations of political divisions.”
