This paper discussed the assessment of the Election processes in both Nigeria and South Africa as well as the actual formulation of the electoral laws and the role of the security forces. Election monitoring is argued to be a much more interventionist form of fact-finding about the election process. For this reason, military and police observers are, when appropriate, engaged to monitor the activities of national police and military forces. Other areas monitored were the civil service, the media, political party campaigns, voter education, voter registration and the actual voting as well as the vote counting and results announcing processes.
