“This briefing paper assesses Namibia’s third Presidential and National Assembly elections that took place from Nov 15-16 2004. The paper will be deliberating on the following key elements: polling stations, election materials, secrecy of the ballot, as well as the voting, counting and results verification processes. It will also focus on voter turnout, announcement of the results, the certification of the electoral process as having been free and fair, and finally it will present an analysis of the political bearing and trends that these results will have for Namibia in the short and medium term.”
