“The study begins by discussing the scale and nature of unemployment, making the
point that the dominant type of unemployment in South Africa is long-term youth
unemployment. This is a problem for which labour-intensive public works is an appropriate solution. The document goes on to lay out the in-principle advantages of labour-intensive techniques of construction and maintenance. It then draws on international and local experience, and on an analysis of ‘where we are now’ with respect to public works in South Africa, to develop principles that should be followed to ensure the success of a new large-scale labour-intensive public works initiative.”
