report was to focus on the relationship
between land and agrarian reform and
sustainable development. Chapter 1 sketches the historical background against which land and agrarian reform policies are being formulated and implemented. Chapter 2 describes developments and emerging themes since 2000 and up to mid-2002, including land invasions, HIV/Aids and the effects of ‘the
Zimbabwe crisis’, and moves to an update
on implementation of the land restitution
and land redistribution sub-programmes,
and an assessment of key problem areas. Chapter 3, as mentioned above, assesses
the new DLA policy and guidelines
in relation to environmental planning.”
