The historical reintegration of the Kingdom to the African Union has been ratified at the 28th summit of the top of the Pan-African organization in Addis Ababa on 30 and 31 January 2017, the near unanimity of Heads of State and African governments, on the basis of a very simple argument: Morocco is an African country, having ratified the Constitution of the Continental Organization, deposited its instruments of ratification and which, in accordance with Article 29 of the Supra Act, has the support of at least 28 countries. According to that provision, ” any African State may at any time after the entry into force of this Act, Notify the President of the Commission of its intention to accede to this act and to be admitted as a member of the Union “… and admission “shall be decided by a simple majority of the Member States “. Around forty countries supported the return of Morocco on the eve of the summit, it was finally accepted by consensus. In other words, Morocco ended up collecting “frank and massive support” according to the words of the sovereign in order to regain his place in the African Union. / La réintégration historique du Royaume à l’Union Africaine vient d’être entérinée lors du 28iéme sommet de l’organisation panafricaine à Addis Abeba du 30 et 31 janvier 2017, à la quasi-unanimité des chefs d’Etat et de gouvernements africains, sur la base d’un argumentaire on ne peut plus simple: le Maroc est un pays africain, ayant ratifié l’Acte constitutif de l’organisation continentale, déposé ses instruments de ratification et qui, conformément à l’article 29 de l’Acte précité, dispose de l’appui d’au moins 28 pays. En effet, selon cette disposition, “ tout Etat africain peut à tout moment après l’entrée en vigueur du présent Acte, notifier au Président de la Commission son intention d’adhérer au présent Acte et d’être admis comme membre de l’Union” et l’admission est “décidée à la majorité simple des Etats membres”. Autour de quarante pays ont appuyé le retour du Maroc à la veille de la tenue du sommet, il fut finalement admis par consensus. C’est dire que le Maroc a fini par recueillir “un soutien franc et massif” selon les mots même du souverain pour retrouver sa place au sein de l’Union Africaine.
