The Institute Amadeus released a Memorandum on April 29 last year, which was presented to the Advisory Commission of Revision of the Constitution. The completed document follows an external consultation process, which was embodied by the organization of a workshop held on 25 April, the result of rigorous internal debates. This proposal was made in a spirit of realism, notably on the basis of the Royal Discourse on March 9 and in political context. It was working on proposals likely to reach consensus among the political community and the Moroccan civil society. It turns out that the constitution project made public after the speech of King Mohammed VI on June 17th, is relatively close to this contribution on many institutional aspects. As an actor of Moroccan public debate, the Amadeus Institute wishes to share his vision of the key points of the speech and the interpretations that can be made. The constitutional order of the Kingdom is based on the separation, balance and the collaboration of the legislative, executive and judicial powers, as well as on citizenship and participatory democracy, and the principles of good governance and the correlation between responsibility and accountability./ L’Institut Amadeus avait rendu public, le 29 avril dernier, le Mémorandum qu’il a remis à la Commission Consultative de Révision de la Constitution (CCRC). organisé le 25 avril et fruit de rigoureux débats internes. Cette proposition avait été faite dans un esprit de réalisme, sur la base notamment du Discours Royal du 9 mars et du contexte politique. Il s’agissait de travailler sur des propositions susceptibles de recueillir un consensus parmi la classe politique et la société civile marocaine. Il se trouve que le projet de Constitution rendu public après le discours du Roi Mohammed VI, le 17 juin est relativement proche de cette contribution sur de nombreux aspects
institutionnels. En tant qu’acteur du débat public marocain, l’Institut Amadeus souhaite partager sa vision des points importants du discours et les interprétations que l’on peut en
faire. Le régime constitutionnel du Royaume est fondé sur la séparation, l’équilibre et la collaboration des pouvoirs législatif, exécutif et judiciaire, ainsi que sur la démocratie citoyenne et participative, et les principes de bonne gouvernance et de la corrélation entre la responsabilité et la reddition des comptes. En outre, les prérogatives royales sont clairement définies et mieux encadrées.
