In the context of conflict in Libya, this paper explores the role of political actors and their interactions. Following an assessment of the forces involved, the aim is to identify a common notion in Libyan political discourse, that of “people”, and to analyze it from a historical point of view in order to understand its implications. This scenario will then allow us to address the institutional and political conditions for the possible organization of elections. This work is based on information monitoring from December 2017 to September 2018, as well as desk research. The analysis of the facts and their contextualization are the result of a follow-up of the Libyan news and its setting in perspective with factors and historical data. In this policy paper the authors attempted to highlight the major trends in the conflict that the country is experiencing in order to obtain future, more specific lines of analysis. This is, firstly, to analyze the forces and their interactions, as a determinant of stability in Libya and to then tackle the institutional conditions for this stability by analyzing the terms of demobilization of militias and voting in of a constitution./ Dans le contexte conflictuel en Libye, ce papier explore le rôle des acteurs politiques ainsi que leurs interactions. Suite à une évaluation des forces en présence, il s’agit de dégager une notion commune dans le discours politique libyen, celle de « peuple », et de l’analyser d’un point de vue historique pour en comprendre les implications. Cette mise en situation permettra, par la suite, d’aborder les conditions institutionnelles et politiques pour l’ organisation possible d’élections. Ce travail se base sur une veille informationnelle allant de décembre 2017 à septembre 2018, de même que sur une recherche documentaire. L’analyse des faits et leur contextualisation sont la résultante d’un suivi de l’actualité libyenne et de sa mise en perspective avec des facteurs et des données historiques. Dans ce Policy Paper nous tenterons de faire ressortir les tendances lourdes dans le conflit que connait le pays pour en obtenir de futurs axes d’analyse plus spécifiques. Il s’agit, dans un premier temps, d’analyser les forces en présence ainsi que leurs interactions, en tant que déterminant de la stabilité en Libye pour, ensuite, aborder les conditions institutionnelles à cette stabilité, en analysant les modalités de démobilisation des milices et du vote d’une constitution.
