The factors behind the delayed operationalization of the National Tree fund was interrogated in this paper. Major justifications were provided as to why the Fund should be operationalized as soon as possible. The major reason for the delayed operationalization of the National Tree Fund is identified as a lack of political leadership at the Ministry of Water and Environment. Containing and reversing the rate of loss of forest cover through planting and growing more trees is a goal that requires predictable, stable and sustainable financing. National Tree Fund provides one of the best suitable and sustainable
financial mechanisms for promoting tree planting and growing in Uganda.
