“This brief presents the concept of poverty
alleviating mitigation actions as a framework
to rethink the way programs and policies for
reducing emissions are structured in order
to reduce both poverty and emissions. To
effectively achieve both objectives, we
argue that i) the development goals need
to be clear, timed and quantified; ii) actions to reach those goals need to be
analysed according to their feasibility and
potential impacts on both mitigation and
poverty; and iii) the actions need to be
chosen according to these findings. The PAMA
framework can help to create this necessary
evidence. We illustrate this with examples
from South Africa.”
