Public Administration for a Democratic Developmental State in Africa: Prospects and Possibilities

“The goal of this paper is to examine the concept of a developmental public service and
administration within the context of a democratic developmental state (DDS) in Africa. Developmental public service and administration means an efficient and effective state administration or apparatus; one that is committed to clearly outlined and systematically implemented development plans and programmes that consciously seek to address poverty and underdevelopment in Africa. Such public administration, which is critical to advancing the ideal of a DDS, must also: allow space for civil society inputs, promote public participation in the policy and decision-making processes adopt and implement innovative strategies to address social inequalities, be geared to dealing with corruption or maladministration in terms of human resource management, procurement and financial management processes.”
