This briefing note summarises a review of literature and policies on regional youth demographics, and highlights implications from our scenario modelling of the short-term and medium-term projections of the youth population in Rwanda. Specifically, the briefing note highlights the demand for basic and social services in the short and medium term. From the literature review and participatory workshops
in the EAC countries, we have identified major domains for youth development. These are: health (including access to sexual and reproductive health services); education and skills development including ICT; employment; as well as migration and urbanisation. We therefore focus on these domains, while acknowledging that there are other important domains in youth development that should be addressed. Finally, the briefing note also draws from the country’s demographic dividend report (2017) in which AFIDEP provided technical leadership.
