“The report examines the local governments activities, policies, structures and strategies of responding to the HIV/AIDS challenge as well as capacity constraints therein. The aims of the study are to assess (i)the impact of HIV/AIDS on the local government service in Botswana, (ii) the ability of the councils to mitigate the impact of HIV/AIDS on the delivery of services by local government institutions and (iii) the ability of the councils to respond to the adverse effects of HIV/AIDS on their employees.”
