Returning Foreign Terrorist Fighters: An Imminent Threat to Manage

Over the past two years, many foreign terrorist fighters have returned,2 but the dismantling of the organized military structures of Daesh and Jabhat Fath Al Sham will accelerate this migration. Returns will take place over the next two years in a more intense manner. The loss of territories by terrorist organizations in Iraq and Syria and the issue of how the foreign fighters will be treated if they are arrested by the Syrian regime or Hachd Acchaabi fighters will force them to leave the field of operations to return home or to join other spheres of violence.
