The study examined the approach used to integrate gender issues in the budgeting process in Uganda. It focused on the agriculture sector and specifically analysed the Ministerial Policy Statements (MPS) of four institutions: Ministry of Agriculture, Animal Industry and Fisheries (MAAIF); National Agricultural Advisory Services (NAADS); National Agricultural Research Organisation (NARO); and Uganda Coffee Development Authority (UCDA). The study aimed to review the approach used to integrate gender issues in the budgeting process in Uganda. The study used both secondary and primary data by conducting extensive document review of materials used in the assessment as
well as collecting primary data from key stakeholders involved in the budget process from institutions in the agriculture sector. The study targeted staff in management positions. The analysis of both secondary and primary data revealed gender inequality issues related to productivity in the agriculture sector, limited access to land, women’s limited control of proceeds from the sale of agricultural products, women’s over involvement in care work and women’s limited access to agricultural extension services and appropriate technologies.
