Security Sector Reform Monitor: Southern Sudan

“In 2009 alone, more than 2,500 people were killed and 350,000 displaced due to fighting in Southern Sudan, a toll higher than the much more publicized conflict in Darfur. The second edition of the Security Sector Reform Monitor: Southern Sudan outlines the challenges that non-state armed groups and the proliferation of small arms and light weapons pose to the nascent security sector in the region. The Monitor analyzes efforts at civilian disarmament to date, and suggests that a new approach, based on community engagement rather than coercion, should be encouraged.”
