Africa’s major metropolitan areas. As we have seen, this proved to be a far from simple task, and we found it difficult to achieve the coverage and authority of findings that was hoped for. CDE’s research confirmed that much energy and substantial resources are being deployed by well-intentioned local, national, and private actors on a multiplicity of small-scale initiatives. These undoubtedly make at least a temporary difference to relatively small numbers of people.”
