“This paper is structured as follows: The first section describes the terrain and context. This is followed by a section on the legal evolution of Botswana with the intention of tying it up with a premise of continuity between the colonial and post-colonial administrations. The next section
deals with the land question regarding perceptions and reality, land use policies and their effectiveness. This is followed by an examination of the TLA in perspective and in relation to the
land boards. The following section is an exploratory survey of the land boards on the ground. The conclusion discusses a way forward, makes recommendations, and summarises the important lessons from both the past and the present for the future.”
