The signing of the Status Advance undoubtedly endorsed the strength of the Morocco-EU relations. Through this joint document, Europeans engage in medium-term cooperation and believe that their interests go through stronger cooperation. An area of free trade is established, as well as in depth dialogue in political, social and cultural issues. The practical implementation of these ambitions depends mainly on Morocco. There are numerous efforts required to answer the criteria of state integrated into the interior market of Europe. It is necessary to make the Moroccan economy competitive so that the opening to European competition does not have more difficulties than benefits. It is necessary to continue the reforms of the political governance of Morocco. The future development of Morocco undoubtedly requires strong links with the EU. However, to be able to speak about two really equal partners, Morocco will have to be an engine of regional integration on the Southern bank of the Mediterranean. The EU should for its part set a precise policy with the countries of North Africa, a policy that would be more readable and less uncertain than the Union of the Mediterranean. / Indéniablement la signature du Statut Avance a entériné la force des relations entre le Maroc et l’UE. Grâce à ce document conjoint, les Etats européens et le Royaume s’engagent dans une coopération à moyen terme et estiment que leurs intérêts passent par une plus forte coopération : mise en place d’un espace de libre échange, dialogue politique, social et culturel approfondi…La mise en oeuvre concrète de ces ambitions dépend sans doute en grande partie du Maroc. Les efforts à fournir sont encore nombreux pour répondre aux critères d’Etat intégré au marché intérieur de l’espace européen. Il faut rendre l’économie marocaine compétitive pour que l’ouverture à la concurrence européenne ne soit pas porteuse de plus de difficultés que de bénéfices . Il faut poursuivre les réformes de la gouvernance politique du Maroc. Le développement futur du Maroc nécessite sans doute d’avoir des liens forts avec l’UE. Mais pour pouvoir parler de deux partenaires vraiment égaux, le Maroc devra être en parallèle un moteur
de l’intégration régionale sur la rive Sud de la Méditerranée. Et l’UE devrait de son côté définir précisément une politique avec les pays du Nord de l’Afrique, une politique qui serait plus lisible et moins incertaine que l’Union pour la Méditerranée.
