This Brief Report examines SWAPO’s constitutional proposals, which will form the basis of its political campaign for the independence elections in Namibia. If SWAPO wins the elections, this will become the constitution and economic policy of the new Republic of Namibia.
This report analyzes the constitutional provisions and the economic system, and concludes that egalitarianism forms the basis of its vision for social order, but SWAPO emphasises the importance of a mixed economy, dependence on foreign investment, as well as managerial and technical expertise. It will maintain economic ties with South Africa, but reducing economic dependence on South Africa will probably remain a medium to long-term objective.
