“In recent decades, Tanzania has undergone enormous political, social and economic changes. It has moved from being a centrally planned, one party socialist state to a modern, multi party democracy with an open, liberal economy. Tanzania’s Local Government Reform Programme began in 1998 with the aim of transferring resources from central to local government, and devolving and decentralising power to create more autonomous Local Government Authorities (LGAs). The data analysed in this report suggests that some governance indicators have significantly improved since 2000.
