“Financial support for mitigation and adaptation actions in developing countries is at the core of the climate negotiations under the UN Framework Convention on Climate Change (UNFCCC). This is due to the legal obligations created by the Convention itself, and the critical role of finance in enabling developing countries to take ambitious climate action. This briefing paper outlines the context of the Fifth Review of the FM and draws on lessons learned from past reviews. It outlines key issues for consideration by the Parties to the UNFCCC and the bodies mandated to prepare the Review, in particular the SCF. In so doing, this paper aims to inspire them, and the broader climate finance community, to forge a more effective support system to tackle climate change and promote
sustainable development at the global
