“The primary objective of this paper is to quantify the welfare impacts of import controls in Botswana’s horticulture. The paper contributes in three ways. Firstly, by quantifying the impact of import controls, it adds to the current understanding of how quantitative import restrictions have affected the country’s horticultural industry. Secondly, in the event SACU/SADC decides to tariffy all quantitative trade restrictions, as a first step toward overall trade liberalization, this paper would serve as a useful source of information. Finally, elasticities generated in this study would
be useful in future cross-border policy analyses.”
