The international and regional treaties have provided opportunities for the protection of plant varieties, however national governments have not yet seized those opportunities. Only Ethiopia has policies in place to support plant breeders rights and farmers rights. This report will attempt to provide the background and understanding of informal and formal seed sectors, the current status in the region and opportunities available through treaties. Policy and legal frameworks required and the way forward for governments in Africa will also be addressed.
