“The purpose of AFRICOM is to encourage and support African leadership, not discourage and suppress it. U.S. security is enhanced by African nations being able to address and resolve emerging security issues in their countries, regions and across the continent on their own. It would be counter-productive for AFRICOM to take actions that undermine that goal.AFRICOM is intended to complement, not compete with the African Union. Its mission will be to facilitate the African Union’s efforts to develop the capabilities and mechanisms across the continent needed
to promote and sustain peace and stability.”
