“The articles in this edition of the Bulletin raise a number of interesting
questions about some of today’s most important issues. Perestroika and post-apartheid – lessons for South Africa from the centrally planned economies is concerned not with how that particular state of affairs might be achieved but rather with the future economic system which might prevail. The second article outlines the main problems experienced by the UN in creating peacekeeping forces. Particular attention is also given to those measures that can be employed by the UN and its member states to alleviate some of these problems. It is the express purpose of the paper by Pacheco to examine the fundamental character and origins of the South African defence posture and to provide some clarity on its divergence from normative western perspectives and conduct.”
