SAIIA International Affairs Bulletin, vol. 16, no. 2, 1992

This issue starts with Smuts House Notes talking about how the world can manage only one or possibly two crises at a time. This means that the dominant powers would prefer to concentrate their efforts rather than deal with regional hot spots. It then covers the International Community in South Africa’s Transition to non-racial democracy. The purpose of this article is to determine which roles, if any, the IC can
play in South Africa’s transition to a non-racial democracy. The next paper the future of international labour migration in Southern Africa focus primarily on
the prospects for the transformation of the regional economy from a labour
reservoir to a more productive, growing and labour-absorbing economy. The final article explains the United States Foreign Policy with regard to Southern Africa. It also includes book reviews.
