Decentralisation is a political, legal and administrative process of organising the administrative structures of the State, which grants decision-making and management powers to regional or local self-government bodies. Cameroon has adopted the principle since its constitution in 1996 which stipulates that Cameroon is a Unitary and Decentralized State. The goal of this guidance note is to anticipate, from the beginning, the design of the local budget, the programming, and preparation before implementation, monitoring and control. This suggested change of approach is likely to significantly improve the quality of public expenditure in our country and consequently the effectiveness at local level of the choice of decentralisation policy. / La Décentralisation est un processus politique, juridique et administratif d’organisation des structures administratives de l’État qui accorde des pouvoirs de décision et de gestion à des organes autonomes régionaux ou locaux. Le Cameroun a adopté le principe depuis sa constitution de 1996 qui stipule que le Cameroun est un État Unitaire et Décentralisé. L’ambition de la présente note d’orientation est d’anticiper, de commencer par le commencement, à savoir, la conception du budget local, sa programmation, puis sa préparation avant l’exécution, le suivi et le contrôle. Ce changement d’approche suggéré est susceptible d’améliorer significativement la qualité de la dépense publique dans notre pays et par conséquent l’efficacité au niveau local, du choix de la politique de la décentralisation.
