In this issue of the bulletin, Smuts House Notes look at South Africa’s transformation process and how it played a small part in the world-wide upheavals of 1990. The first article by Simon Baynham describes the impact of security and defence policies on the transition of South Africa. The central purpose of the article titled The Third World and its security dilemma, is to examine the evolving concept of Third World and selected aspects of its security at the dawn of a newly constructed international system. The final article in this issue discusses the Namibian Constitution and how consensus was reached to approve the Constitution.
