“Foreign Powers and Africa” was the theme of the Institute’s second International Outlook Conference, held on 6 and 7 September, 1982, in Pretoria. Dr Henry Kissinger’s address on “American Global Concerns and Africa” is reproduced in this issue of the Bulletin, together with the addresses of Professor Howard: Europe, the Superpowers and Africa, Dr Kohler: Europe’s role in Africa: A German View and Mr Togo: Africa in the context of Japanese Foreign Policy. These addresses were all delivered in the first part of the Conference, which dealt with the political framework of the overall theme.
